The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. It is widely accepted that stressful conditions can facilitate evolutionary change. The mechanisms elucidated thus far accomplish this with a generic increase in heritable variation that facilitates more rapid adaptive evolution, often via plastic modifications of existing characters. Through scrutiny of different meanings of stress in biological research, and an explicit recognition that stressors must be characterized relative to their effect on capacities for maintaining functional integrity, we distinguish between: (1) previously identified stress-responsive mechanisms that facilitate evolution by maintaining an (...) adaptive fit with the environment, and (2) the co-option of stress-responsive mechanisms that are specific to stressors leading to the origin of novelties via compensation. Unlike standard accounts of gene co-option that identify component sources of evolutionary change, our model documents the cost-benefit trade-offs and thereby explains how one mechanism—an immediate response to acute stress—is transformed evolutionarily into another—routine protection from recurring stressors. We illustrate our argument with examples from cell type origination as well as processes and structures at higher levels of organization. These examples suggest a general principle of evolutionary origination based on the capacity to switch between regulatory states related to reproduction and proliferation versus survival and differentiation. Debriefing is a standard ethical requirement for human research involving the use of deception. Little systematic attention, however, has been devoted to explaining the ethical significance of debriefing and the specific ethical functions that it serves. In this article, we develop an account of debriefing as a tool of moral accountability for the prima facie wrong of deception. Specifically, we contend that debriefing should include a responsibility to promote transparency by explaining the deception and its rationale, to provide an apology (...) to subjects for infringing the principle of respect for persons, and to offer subjects an opportunity to withdraw their data. We also present recommendations concerning the discussion of deception in scientific articles reporting the results of research using deception. (shrink)

Recent research has shown that a phase transformation of diamond to a different form of carbon is involved when diamonds are polished in the traditional fashion. The question as to how this phase transformation is activated and maintained to produce high wear rates is of great technological interest since it may radically change the way we view the processing of diamond. This paper describes the use of Raman spectroscopy to examine debris produced on the diamond polishing wheel, both during its (...) preparation and during polishing. In addition, polished diamond surfaces were examined for the possible existence of non-diamond surface layers in an attempt to identify material removal mechanisms. Raman spectroscopy proves ideal for these analyses because its relatively high spatial resolution is well suited to the analysis of small wear features and debris particles, and because of the wealth of information it reveals about chemical structure. This level of structural information has been lacking in previous analyses of diamond polishing debris. In addition to the non-diamond carbon found in the wear debris, significant quantities of two iron oxides, magnetite (Fe3O4) and haematite (α-Fe2O3), were also found. An interesting observation was that a transformation from magnetite to haematite could be induced either by using high power laser excitation or by frictional heating during polishing. It is suggested that some of the Raman peaks previously attributed to lonsdaleite might better be explained by the presence of these oxides. (shrink)

Washington, D.C.: University Press of America, 1977. Pp. 222. $8.65. The primary intentionof this work is to argue that historical or ecclesiastical religion plays a vital role in Kant's religious thought, because it is necessary to provide a sensible content for the purely formal doctrine of Kant's "moral" religion. But Michalson resists that this strategy cannot succeed, because of (...) the technical requirements of Kant's eplstmology, and that we must ultimately encounter an "impasse" in Kant's thought on history and religion (pp. 77, 134, 169). This is an area of Kant's thought that has not until recently received the attention it deserves. A careful consideration of all the related issued helps one to recognize, from perhaps the most beneficial standpoint, how all the various parts of Kant's philosophical scheme fit together. Michalson quite rightly maintains that we must remain within the epistemological framework Kant has established for the Critical Philosophy. But unfortunately he recognizes only the negative aspects of this framework. What he chooses to call "Kant's principle of human limitations" (mentioned thirtynine times) is the essential element in his interpretation. Secondly, Michalson is unwilling to follow the lead of other commentators (e.g., Michel Despland and Ylrmiahu Yovel) in broadening the context still further in order to take into account the full scope of Kant's philosophical project. These two defects persist throughout Michalson's analysis, and ultimately they prevent any fruitful conclusions. The approach employed, in its most simple form, ~sto point out that historical religion belongs to the phenomenal order and that morality (as the basis for Kant's technical rehgious position) belongs to the noumenal order. Kant's recognition of the need to bridge this gap is dealt with in terms of the "schematism of analogy" (pp. 95, 112-13) mentioned in Religion withinthe Ltmits ofReasonAlone. Michalson provides an interpretation of the schematism m Chapter 3 and concludes that "Kant's Religion is not altogether consistent with certain basic teachings of the critical philosophy" (p. 132). His attempt to deal with this problem carries him into a discussion of teleology and the highest good (Chapter 4), and it is only in this concluding chapter that his various interpretive errors crystallze and produce their Inevitable consequences. Rather than emphasizing the negative aspects of Kant's conception of man, Despland offers Kant's positive perspective on man and his destiny----drawing, for example, on the Anthropologyfrom a PragmaticPoint of View. Employing equally good judgment, Yovel provides an interpretation of the highest good which shows it as the culmination (in the indefinite future) of the concrete process through which man's social, political, educational, and religious development takes place. These perspectives permit the historical dimension (both religious and secular) to be gradually transformed by the imposition of moral designs--as men ~lowly and painfully assume responsibility for directing the blind laws of nature into patterns that serve moral ends. Such commentators help us to see more clearly what Kant was attempting to achieve and how the elements of his total philosophical scheme are to be understood as interconnected. Michalson, on the other hand, has only his impasse to offer us. Because history is phenomenal and religion (as morality) is noumenal, he maintainsthat no bridge is possible between the two realms. But this is simply a failure to recognize Kant's strategy. For Kant is very careful to restrict knowledge (in the strict sense) to the phenomenal order. But he is equally clear in asserting that it is legitimate (indeed, necessary) to postulate those conditions which alone make it possible for us to act in conformity with the moral law. Therefore, we must postulate not only God and immortality but the possibility of a worldly order which conforms both to the laws of nature and to the moral law. And for Kant these postulates have the full strength of rational truths, m that--like the postulates of mathematics -reason cannot reject them. Interpreting Kant's phenomenon-noumenon distinction strictly (but misapplying it), Michalson insists that such a projected ideal state of the world is inconsistent with Kant's epistemological commitment. Using a recent result of Busch and Gudder, we reconsider a theorem of Ludwig which allows one to identify a class of effect automorphisms as the symmetry transformations in quantum mechanics.

The mid-twentieth century marks a frontier in the development of social production: the scale of human transformative activity has come to approximate that of natural processes. As a result, a certain bilateral relationship has begun to manifest itself more and more clearly: The state of the environment depends on the scale of production and level of technology, while the growth rate of social production has come to depend on the state of the environment.

The tree-based data structure of -tree for propositional formulas is introduced in an improved and optimised form. The -trees allow a compact representation for negation normal forms as well as for a number of reduction strategies in order to consider only those occurrences of literals which are relevant for the satisfiability of the input formula. These reduction strategies are divided into two subsets (meaning- and satisfiability-preserving transformations) and can be used to decrease the size of a negation normal form A (...) at (at most) quadratic cost. The reduction strategies are aimed at decreasing the number of required branchings and, therefore, these strategies allow to limit the size of the search space for the SAT problem. (shrink)

ART and, in particular, IVF and ICSI, are essentially a laboratory experiment, but which, due to its specificity, goes beyond the disciplinary boundaries, explicitly acquiring an ethical-axiological dimension in the interaction zone of the members of a particular community involved in child-bearing. At the same time, it is noted that the activity and choice of a way to solve problems with childbirth has a characteristic severity, due to the traditions and level of civil and social maturity of a country, due, (...) among other things, to the level and achievements of technical equipment in this industry of knowledge and practice. According to foreign studies, about half of all subfertile people in developed countries are trying to overcome their infertility with the help of medicine, and research data indicate that the proportion of such individuals is growing. The most difficult problems of reproduction are associated with low quality of oocytes or low ovarian reserve ; aspermia and deep teratozoospermia, can not give hope to a couple to have genetically related offspring. However, donor programs create additional opportunities for social motherhood / paternity. Donation of oocytes is found in ART programs at least 3 times more often than donation of spermatozoa. At the moment, donation of gametes and embryos raises a number of ethical, legal, medical and socio-psychological issues that require competent support from experts of a wide range of specialists, as well as competent, non-commercial, primarily due to the interaction between donors and recipients. The analysis of possible modifications of family and kinship ties is based on the idea of transforming social relations, in which assisted reproductive technologies play a fundamental role, building a system of “new kinship and new family.” By entering into the intimate process of the birth of life and acting as a regulator of the composition of participants in this process through the stimulation of responsibility to present and future relatives, reproductive technologies affect the initial moral requirements in the community, redefining universal values based on the specific situation. Scenarios of childbearing through ART with the involvement of additional participants are possible in the context of the legal field, but legally fixed anonymity of the donor leaves many unresolved issues related to the problems of hereditary diseases, genetic abnormalities and epigenetic changes; in addition, there is a problem associated with the possibility of unintentional incest, as well as the difficulties of the child’s self-identification and the closeness of his genealogy. Solutions to these issues are postponed until later, thereby initiating future dramatic situations, ethical conflicts and dilemmas with a poorly predictable positive outcome. (shrink)

Observables on hypergraphs are described by event-valued measures. We first distinguish between finitely additive observables and countably additive ones. We then study the spectrum, compatibility, and functions of observables. Next a relationship between observables and certain functionals on the set of measures M(H) of a hypergraph H is established. We characterize hypergraphs for which every linear functional on M(H) is determined by an observable. We define the concept of an “effect” and show that observables are related to effect-valued measures. Moore and the Development of His Moral Philosophy (Philadelphia: Temple University Press, 1986) a controversy has arisen concerning Moore's practical ethical theory. According to Regan, Moore was Bloomsbury's "liberator" whose Principia Ethica provided the rationale for ignoring the conventional rules of morality (except for "a very few") in favor of personal choice. This, says Regan, (...) is the "central thesis" of Principia. Against Regan's interpretation Avrum Stroll (JHP 26:3, July 1988: 5o4-5o5) insists that Regan's evidence is "exiguous" and that "a careful reading of [Principia's] Chapter 5 shows that Moore argues that.., we ought alwaysto follow the dictates of common morality." In a similar vein Thomas Baldwin (Mind, Jan. 1988:129-33 ) claims that Regan's thesis rests upon "a misreading of a passage in [Chapter 5 of] Principia Ethica" and yields an interpretation of Moore which asserts "the opposite" of what Moore actually says. In what follows I wish to examine the crucial passages of Principia to determine just what Moore's view is and whether Regan is indeed guilty of misreading. Because of the severe limitations regarding our knowledge of cause and effect, the most, according to Moore, that we can obtain in practical ethics, is knowledge that "one kind of action will generallyproduce better effects than another."' And this leads him to consider the justification of the rules of common morality. On pp. 162-63 Moore does say that of "any rule which is generally useful, we may assert that it ought alwaysto be observed... [and that] though we may be sure that there are cases where the rule should be broken, we can never know which those cases are, and ought, therefore, never to break it." But, as the text reveals, this assertion is preceded by the hypothesis "/f/t is certainthat in a large majority of cases the observance of a certain rule is useful" (162, emphasis added). Indeed, Moore's discussion on pp. 162-64 is focused explicitly on "those actions as to which some general rule is certainlytrue'' (162, emphasis added). So what sorts of rules are those? Moore has already said on p. 16o: "it seems possible to prove a definite utility in most of those which are in general both recognised and practised." And just which rules are both recognized and practiced? They are those which he frequently refers to as "the rules most universally recognised by Common G. E. At most Moore seems to be saying that we ought always to follow the dictates of "most" of common morality. But even this is too strong, because Moore's phrase "the rules most universally recognised by Common Sense" suggests that Common Sense morality may include rules which are not "universally recognised," and hence, less than certain. Also, Moore says that "a great part of ordinary moral exhortation.., consists in the advocating of rules not generally practised." If Moore holds that common morality does indeed inclucJe a significant portion of rules which are neither universally recognized nor generally practiced, then even the claim that he argues that we ought always to follow most of its dictates seems questionable. The term ‘consciousness’ is usually reserved only for the focus of attention. This restriction empties the phenomenology of consciousness of some of its richness. Rather than conceiving of consciousness as one-dimensional, researchers should consider that consciousness has a three-dimensional organization. Conscious presentations are structured in a focus, context and margin pattern. Inclusion of these other dimensions of consciousness as consciousness is important for an adequate relation between scientific method and phenomenology. The problem becomes especially acute when transformations in consciousness -- (...) attentional and temporal continuity -- are considered. Using Aron Gurwitsch's work, this paper presents an alternative to Galen Strawson's view of consciousness and the self, as an example of the usefulness of this fuller conception of consciousness. I argue here that there is significant attentional and temporal continuity in consciousness, and that this continuity provides for a sense of the self as a distinct, but continuous experience. Saint-Simon, Comte, Proudhon, Marx, the founders of the sociology, examined the transformations of norms and values, leading the way to sociology of morals. Nevertheless, M. Weber and L. Lévy-Bruhl created sociology of morals as an autonomous field, with its own questions and difficulties. So, from Durkheim to G. Gurvilch, a special field was composed, not greatly explored, but well-defined. We put here the question of the actual possibilities, examining the contemporaneous sociological paradigms. A general hypothesis of atom size effects for G.P. zone formation is discussed in this paper and results are presented of precipitation in the systems Fe-Au and Fe-Mo. Techniques used are resistivity measurements and electron microscopy. In the Fe-Mo system it is shown that after initial cluster formation during the early stages of ageing after the quench, further growth ceases and vacancies anneal out into dislocation loops. The activation energy for the initial clustering was 1·3 ev whilst the excess vacancy (...) concentration estimated from the loop area gave a vacancy formation energy of ∼1·5 ev. These results confirm recent quenching results on pure iron. The refusal of Mo zones to grow confirms the general hypothesis of size effects.In the Fe-Au system precipitation of gold platelets after quenching is shown to be associated with the high density of dislocations formed during quenching through the phase transformation of the iron matrix. The effect of the dislocations is shown by the low value of ∼0·5 for the Johnson—Mehl kinetic parameter and by the activation energy for growth which is ∼0·8 of the equilibrium diffusion energy for Au in Fe. As the size-effect hypothesis does not apply to precipitation on dislocations the growth of zones in Fe—Au does not affect its validity. (shrink)

In biology, and particularly in morphology, various types of explanation are found,e.g. causal, teleological, historical, etc.In this article an attempt has been made to analyse the relations between the various explanations to strive for an encompassing explanatory theory.The general structure of the explanatory theories appeared to be very similar, but the terms defining the phenomena and the types of the relations within the theories differ. To obtain a unifying theory it is necessary to develop methods to connect or transform the (...) different elements.An important aspect is that the definition of selected phenomena depends on the explanation pursued. Hacker in the Analytical Commentary on the Philosophical Investigations.

In ‘Wittgenstein on Language and Rules’, Professor N. Malcolm took us to task for misinterpreting Wittgenstein's arguments on the relationship between the concept of following a rule and the concept of community agreement on what counts as following a given rule. Not that we denied that there are any grammatical connections between these concepts. On the contrary, we emphasized that a rule and an act in accord with it make contact in language. Moreover we argued that agreement in judgments and (...) in definitions is indeed necessary for a shared language. But we denied that the concept of a language is so tightly interwoven with the concept of a community of speakers as to preclude its applicabilty to someone whose use of signs is not shared by others. Malcolm holds that ‘This is an unwitting reduction of Wittgenstein's originality. That human agreement is necessary for “shared” language is not so striking a thought as that it is essential for language simpliciter.’ Though less striking, we believe that it has the merit of being a true thought. We shall once more try to show both that it is correct, and that it is a correct account of Wittgenstein's arguments. (shrink)
